When is rolling shutter an issue using electronic shutter in mirrorless?

After reading about rolling shutter using electronic shutter, when is it an issue?

Is it just occur in video of moving things?
Does it happen in pictures and if so how fast does movement have to be to start seeing rolling shutter?
