How often do I have to use lip balm?

My lips get flaky and dry all the time. Sometimes it just starts peeling.

I put lip balm in the morning, once in the noon and at night. I live in a warm place with high humidity.

I use Vaseline gel, I tried a few other options but vaseline worked better. But it stays moist for like a couple of hours and then it starts drying.

I don't wear any lipstick, it makes my lips very dry.
