How can I tell if a used DLSR is good?

Other than checking the shutter count what else should I do? I am a complete noob and I am talking about the 150€ D3100 or 150€ 1100D.

I want to get into photography so I wanted to get a budget camera to try it out. I have heard to test the lens, sensor and whatnot but I literally do not even know how to take a picture even with the camera let alone all that.

Budget is 100-200€ and the country is Macedonia.

I want to photograph nature and city views, so primarily photography.

I have no idea what I want I do not have any kind of idea about kits or anything.
